FESCO Bill Taxes Explained: FPA, GST, Fixed Charges and Every Line Item

Open a FESCO bill and you will find the electricity itself is only part of the story. Taxes, adjustments, and fixed charges can add a third or more on top of your units.

Cost of Electricity (Your Units)

The base: units consumed multiplied by your tariff slab rate. FESCO uses a slab system — more units, higher per-unit rate. Most percentage taxes are calculated on this base.

Fuel Price Adjustment (FPA)

Reflects the difference between the reference fuel cost in the tariff and actual generation cost. Changes every month — can be a charge or rarely a small refund. Charged per unit (example: September 2026 bills carried about Rs2.06/unit for July generation). GST and electricity duty apply on top of FPA too. If your bill jumps without extra usage, FPA is usually the reason.

Quarterly Tariff Adjustment (QTA)

NEPRA reviews tariff costs quarterly; the adjustment typically stays on bills for three months (example: about Rs0.52/unit across Sep-Nov 2026 bills). Per-unit, so heavy users feel it most.

General Sales Tax (GST)

17% on the electricity cost and on the FPA amount. Often the largest tax on a residential bill. Applies to all consumers.

Electricity Duty

Provincial duty of roughly 1.5% on the electricity cost.

FC Surcharge

Around Rs0.43 per unit, toward power-sector financing costs. Most consumers pay it.

Fixed Charges

Flat monthly amount by consumer category and connection type — roughly Rs75-350/month residential. Paid even at zero consumption.

Meter Rent

Roughly Rs20-25/month for using FESCO’s meter.

TV Fee

Rs35/month on most domestic bills, goes to PTV.

Neelum-Jhelum Surcharge

Small per-unit surcharge for the hydropower project.

Income Tax (Withholding)

On larger bills, typically above Rs25,000 — rate depends on filer vs non-filer status. Filers can adjust in returns.

A Worked Example (Illustrative)

300 units, base Rs9,000:

Line item Amount
FPA (Rs2.06 × 300) Rs618
QTA (Rs0.52 × 300) Rs156
FC surcharge (Rs0.43 × 300) Rs129
Fixed charges ~Rs200
GST 17% ~Rs1,635
Electricity duty ~1.5% ~Rs144
TV fee Rs35
Meter rent ~Rs25
Total ~Rs11,940

Taxes added roughly Rs2,940 on a Rs9,000 base.

How to Keep These Charges Down

Stay in a lower slab — the slab system punishes heavy months. In high-FPA months, be strict about AC and iron usage. Check bill lines for mistakes; call 118 with the bill if a line looks wrong.

Frequently Asked Questions

Why is FPA different every month?

Fuel costs differ monthly; NEPRA approves each month.

Can FPA reduce my bill?

Yes, rarely, when actual costs come below reference.

Is GST 17 or 18%?

Standard has been 17% on electricity; the figure on your bill counts.
